Why does this law exist?

When the town's only cemetery filled up, the town government requested another plot of land next to the coast in order to build another. However, the regional court rejected the proposal on the ground of violating a law regulating seashore constructions. Due to this, the city retaliated by passing a law for this unusual situation.
